Thats a error. In real it was the Gulf war 2, not the gulf war 1.
The Gulf war 1 was the fight of Iraq/Iran in 1980
The Gulf war 2 is the fight of USA and Coalition vs. Iraq in 1991
The Gulf war 3 ( Or Iraq war ) Is the fight of USA vs. Iraq in 2003

The Iran,Iraq war was not considered a Gulf War..Desert Storm/Desert Shield was Gulf War I,which is what USI is based on.OIF was the 2nd Gulf War.
This is for america only, but not for the rest of the world :P USI (1991) officially is GWII. Whatever it is, it is 1991, and that's why I wrote "Persian Gulf War in 1991" :D
